I can't tell you specifically what's wrong with it. However it would appear it is dead. If it's brand new I'd return it to the store and have them replace it. If not you'll probably need to start contacting the manufacturer about warranty.
Ok but one last question. The disc the graphics card came with. What is it used for? I just build this pc yesterday and I am new to a lot. Don't want to sound stupid. And by the way the fan is working on the card when my pc is turned on so is that a sign that the card does in fact work?
The disc is to install the software driver for the card. However, it should work without that (as you can't install drivers until the card is in first). Besides that you would want to download the current drivers online instead of using the old driver on the disc.
The fact that the fan on the video card runs confirms that the card is getting power from the motherboard. Speaking of which, that video card requires a 6pin PCI-E power connector from your power supply unit. Do you have that connected?
