BOOTMGR is missing PLEASE HELP

So I just got my asus m5a99fx pro r.20 motherboard back from an RMA (something was wrong with the g diffuser, and the DRAM slots) and when I tried to boot up I got this error. I've never seen it before even prior to sending in my mobo, and all the info I found online said it's most likely a software issue but I just wanted to ask if my situation makes the possibility any different. Should I just go ahead with a win7 repair or god forbid a clean install if that doesn't work or is it more likely to be a hardware issue? My normal C: drive still shows up first in the bios (in case that's helpful.)
 
Solution
Just software, first make sure your boot devices are in the correct order. If that does not work. Repair windows.
