whats wrong with my computer?

Hey this is my first post here I've read post on this sight all the time to help me with my problems but now I cant find the answer.

Here's the problem, about 2 weeks ago the power went out at my house and my computer kept locking up and BSOD I searched around and found that it was my OS and I tried to do a windows repair but it failed. So I formated my HDD and reinstalled W7 64bit. Everything seemed to be going ok for the past 2 days but I'm not getting nearly as high of FPS in my games as I used to and some are unplayable for instance the Witcher 2 I would normaly get 60-80 FPS ultra settings ubersampling on but now I get 12-30.


My specs are:
i7-3770k @ 4.2ghz
Sabertooth z77 Motherboard
EVGA GTX Titan SC
Corsair 850 watt PSU
16gb Corsair Vengance
1tb seagate HDD

any help as to why my computer is running slow would help BTW I have reset cpu and titan both to factory settings to see if that would help but nothing, also updated drivers and reverted back to older versions to see if it helps.

DRAM is at full and all drivers for mobo and GPU are up to date. I have tried with no AA and turning all graphics down but I dont understand why its doing this I used to play at ultra max AA at a solid 60-80 all the time the biggest hit is when I talk to NPC's in Witcher and Skyrim
