Cannot adjust fan speed after uninstalling AI Suite

Pretty much what the title says. I had to force uninstall AI Suite through Revo Uninstaller because it kept giving me errors upon errors. So after that happened I rebooted my computer and my fan speeds were staying at 1450 RPM which is what I had set on AI Suite. I'm currently trying SpeedFan and even when adjusting the CPU fan speed the RPM will not budge. Maybe there are some other files I need to delete that Revo missed? Any ideas will be greatly appreciated.
EDIT: There is this folder "AsusFanControlService" that I cannot delete because it says it is open in another program. Any way to know which program it's open in? This might be the problem.

That's why, I am pretty sure. Q-Fan requires PWM (the 4th pin) to change fan speeds. Although it seems counter-intuitive, AI Suite is a different best that can affect fan RPM without the need of a 4th pin. I am not sure what other 3rd-party software fan controllers do as well, so, beyond here, I am not sure where to point you. :(

Q-Fan was already enabled and my fans are still not changing speed

I know it is a delta fan and it is a 3-pin
