korean KB dedicated language switch key

so I have a korean friend who just reinstalled windows. the computer previously had korean version of windows 7 but was now installed with english on it and now the dedicated switch keys for typing in english and korean are not working (linky, it's the one on either side of the space bar)

i had gone to region and language and installed korean as the 'display language', that took care of displaying korean text and translating the windows menus/entries into korean

i then went to 'change keyboards...' on the same window and added korean and now he can indeed type in korean but has to do alt+shift to switch languages instead of just tapping the 한/영 key

can anyone help me with this?
