How does a Voltage relate to clock speed?

So this is my friends explanation:

"a cpu will do a task a certain amount of times per second. that is what clock speed is. the unit we use is mhz/ghz. if we overclock the processor, it works more per second which results in more power consumption . lower the voltage is the same as lower the clock speed but a lot more. if something is clocked at 12 volts, (lets just say it is) and u undervolt it by 1 volt, the clock speed would drastically drop. in some processors, over 15%. so lower the i7 by a few volts and u have a much higher clock speed. and i meant to write 100x lower sorry. and im not saying its slow. even if the i7 does not work as often, it still does a lot of tasks every mhz."

"u need certain amount volts to have a certain clock speed. clock speed (mhz) is how many times ur proccessor works per second. imagine this. pretend every second a hammer hits the desk 8 times. than the clock speed would be 8mhz. faster processors would do more tasks every time the processor hits the desk. (please know that this is just an example and cpus do not work this way). lets say that the i7 does 50 tasks per hit. to make the cpu faster, u would increase the clock speed so that it hits the desk more often. but to do u this u would need more power to power the movement. its the same thing in a processor. also, a higher clock speed would create heat. a laptop and a desktop have a much higher clock speed because of their power supply, better ventilation, and fans. the tablet has no fan and a poor ventilation system. also it lacks batter to supply the high clock speeds. so if a computer ran the same i7 at 3 ghz its would do 150000 tasks per second. but because of the tablet's low voltage , it would only be able to clock the cpu at 1.5ghz which ends up in it doing only 75000 tasks per second. i hope that u and ur stupid brain will figure out that a lower voltage results in much lower clock speed and ends up with a slower device."

Is this correct? Or his he wrong. Can anyone further clarify exactly how the voltage and clock speed are related. Thanks!

The best way to find information you can trust is not to listen to others. Generally big websites like THIS ONE will have the information you need. Check that link as well because it is a full detailed breakdown of processors.

To keep it very simple though, guy #2 was right, his wording needs some work but he was basically right. If you increase the speed of your CPU/APU then you will need to add more voltage, at least at some point, depending on how far you overclock. Overclocking to much, and staying at the same voltage will cause crashes, hangs, and blue screens among other things.

Now, raising the voltage when it's not needed and your system is already stable is just going to ruin the life span of your CPU, and CPUs...

If you increase the speed of your CPU/APU then you will need to add more voltage, at least at some point, depending on how far you overclock. Overclocking to much, and staying at the same voltage will cause crashes, hangs, and blue screens among other things.

Now, raising the voltage when it's not needed and your system is already stable is just going to ruin the life span of your CPU, and CPUs that don't function properly can sometimes be revived by adding some extra juice. Overtime your processor WILL need more voltage, it is just how things work, but read that article if you want a serious understanding of how a central processing unit actually works, :)

Yea I said that too. But is he right when he says that its not gonna actually run at 1.5? It will run at like 750? Or am I right that its required to increase the voltage if the clock speed goes higher. Same goes for lowering voltage but it doesn't necessarily mean that your clock rate will lower. Just means your system will be unstable cause as the electricity travels the circuits the electricity will experience degradation. If its enough the system will become unstable? Also how exactly does overclocking work? Like do you increase the voltage? In that case I would say hes right. Or is there something else?

Also how exactly do desktop and laptop processors differ? And how do ULV processors differ from the normal? They all have similar clock rates? So what exactly is going?
 
Some silicon clocks much higher at a lower voltage.
- The processors are 'bined' according to what they can (and cannot) do.

Halving the voltage only lowers the stable clock speed by just under 30%, and a higher bined processor core can reach the same clock speed -at a lower voltage- than a medium bined desktop part at the same clock speed.

I have provided a more extensive answer in the other thread you created that builds upon the posts within it with the exact scaling numbers. (The formulae is not linear).

yes you need x amount of volts to get x amount of Ghz/mhz but over volting for the amount of ghz can actually negatively affect processor speed.It also affects the heat out put of the cpu !

I have a i7 4930k 3.40GHz
I have overclocked it to 4.5GHz at 1.3 vcore I had it set to 1.45 thinking I would get better temps and speed I used cinebench r15 and gained 25 processing points by lowering the voltage just before under voltage occurs

I strongly recommend leaving BLK clocks alone and only playing with multiplier specially if you gaming as BLK affects every component in the system ... lots of graphics card driver crashes .... :(
