If I read correctly you are connected to the router via ethernet on your PC, Wirelessly on your laptop, and you want to network your laptop and PC.
Your Router may have a setting called AP Isolation mode. This prohibits your WLAN from communicating with your LAN, EG: internet access only when wireless.
Disable AP Isolation on the router. After that you will need to configure your Laptop and PC for networking.
