Video editing HTPC w/ i5 4570 vs A10 6700

Hello there,
I have a budget of about 400 euro. My father in law wants a pc (he still has a single core Atom netbook with 1 gig of ram to do his stuff, yeah I know) and it's been a while i keep telling him he should upgrade... duh... he does some family video editing, music video and stuff like that, but he can't even watch videos at 1080p.. it badly lags.
anyways, I have two options, to go for either a haswell build or a richland one.
I would get the Asus h87m plus for the i5 and and the Asus f2a85m for the a10.
8gigs of ram CORSAIR DDR3 8GB (2X4GB) 2133Hz CL11 Vengeance Blue LP .

No discrete GPU. here's the towering question... I know the I5 is way better than the a10 when it comes to single core performance and has a higher IPC, so better performance at lower clocks (thus cooler and lower power consumption on load)... but what about the igpu? i have seen some benchmarks where the hd4600 scored a little less than the 8670D... which one would be the best pick for video editing? do all video editing programs use the gpu to encode video files? or should i go for the better cpu performance? he's not gonna use premiere pro, but i've been trying to convince him on that too, but uses AVS video editing software for 1080p video encoding. what do you think?

Video editing needs a lot of cpu power. And since you are not gaming then the i5 is a much better option.
Also quick sync makes video encoding much much faster in the intel core cpus..

I thought the igpus needed faster ram for increased video performance, but i guess i'll stick with what you advised
