Solution
I had this problem on Windows 8 (should be the same fix on 7) and finally figured it out.

1. Hit start and search for device install and click "Change device installation settings."
2. Click the box beside "No, let me choose what to do."
3. Click the box beside "Never install driver software from Windows Update."
4. Save Changes.

Go here http://support.amd.com/us/kbarticles/Pages/AMDCatalyst13-6WINBetaDriver.aspx and download the AMD Mobility Catalyst Beta for Windows.

Install it and let your computer restart.

Hello,

It sounds to me like the driver you currently have is incompatible or corrupt.
I would suggest that you completely uninstall Catalyst Control Centre and use the link below to find out and install the drivers you need:
http://support.amd.com/us/gpudownload/windows/Pages/auto_detect.aspx

Also, just a heads-up; GTA IV is terribly optimised for PC gaming, since it's a console-port. It's pretty common to have a low frame-rate, especially on a laptop. Looking at your specs, your system doesn't appear to meet the minimum specifications to run it.

.. However, this FAQ might help to make it run smoother:

Hope this helps!
