From that paste it shows you're running in 5760 x 1080 (32 bit) (60Hz). That's a pretty damn high resolution for the 7770. Even the 2 GB version. That would be my guess as to why such low FPS.
I have tested it with a 1920x1080 Monitor and it still don't change.
Then it is due to Vsync being on as stated before. Vsync limits the number of frames per second to the monitor refresh rate in hertz.
