Is a 400 w pwr supply enought to run the nvidia 9800 gtx

I was just wondering if a 400 w pwr supply is enough to run the nvidia 9800 gtx because i am thinking of putting it in my bf's tower but we were told it takes a 450 w pwr supply minimum which if that's the case i can just trade him my radeon hd 4650 and put the nvidia in my tower which has a 700 w pwr supply and how will I know whether his tower will support the nvidia or not?????

well first off what brand is the 400W PSU? it should work if the CPU doesnt consume much power. and the 700W PSU should easily handle it [unless its a really cheap generic one]

its a rosewell pwr supply in a i5

@lilpixie, a 400W rosewill should do the trick.
