Zotac 670 fan problems

I recently got a new build from a friend. It kept crashing, and I figured out that the gpu was reaching 90 Celsius then the computer was shutting off to protect the card. I figured out that the fan on the card was not spinning. On software that can change the speed of the fan, it read that the fan WAS spinning. How do I fix this so my gpu doesn't make my computer crash over 10 seconds?

install zotac fire storm and change the Fans... i got one here and don't have any kind of problem...

I would think it is some kind of defect(or poorly mounted cooler) because honestly the card should mange the fans without the need for software.

It's a brand new card, and the fan spins fluidly when I spin it with my finger. I'm just wondering is there anything that might have gone wrong? I'm pretty sure he plugged everything in right...
