My previous WEI was 4.8, that was based on a MSI Nvidia Geforce 9400GT 512MB graphics card, then when I installed the Radeon HD 7750 card, it moved up to 7.5

7.6 CPU: Intel Core i-5 3570
7.8 Memory: 4x4GB Kingston 1.65v DDR3 1600
7.5 Graphics: Gigabyte Radeon HD 7750 1GB
7.5 Gaming Graphics
5.9 Primary Hard Drive: Seagate 500GB

How can I improve my WEI number, seems the HDD is the low point.

Solution
Like what they all said. The HDD is usually the lowest point, except if you have an SSD. Don't mind the WEI. You must base your pc's performance on the real benchmarks like 3dmark11, hdtune, etc.. Try it, and compare it to others, you'll see a chart after you have finished the benchmark.
