Sudden Framerate drops

I've been having issues with framerate drops for the past week. Basically I can't get a consistent 60fps anymore(Saints Row 3,Hitman) not even in the lowest of settings in games. I've tried anything I can think of , update bios , drivers .Virus scan, malware scanned nothing. Switched the AMD Catalyst to performance seems like nothing worked. I did upgrade my PSU and that helped slightly. Its happening to majority of my games

Windows 7
AMD FX(tm)-6200 six-core processor
AMD Radeon HD 7700 Series
8GB of ram
600w corsair psu

Before I switched PSU's, it felt like my processor or gfx card wasn't getting enough power thats when I made a switch. I had asked on another forum and was told to switch it and I still have the same issues.

Thats what I had with my old PSU, I haven't checked with my new one so IDK. Any suggestions would be greatly appreciated

Yes, do a system restore to two weeks ago or when ever you are positive you did not have this issue. Alternatively you can partition your hard drive and install a fresh OS on the newly formed partition.

temps seem alright. may just be un-necessary software clogging up the cpu power

Yah, thats what a few other people have told me before I switched PSU's lol. Now that I have, I really thought and hoped that was the solution but it only marginally helped. Its as if something is capped off and I can't get more power to my gfx or processor.

I had a very similar issue when I was using an HD 7790/7770/7750. I tried overclocking the cards slightly, and this seemed to cause a conflict with the allocation of power / boost. Although in my situations, reinstalling the drivers fixed the issue. What is the exact make and model of your GPU; what are the clock frequencies set to; are you overclocking; how old is the GPU; and can you remember any large changes that took place that could have affected the behavior of that card?

Defragged twice and nothing

All my settings are the same I haven't really touched anything apart from when I play games on my tv. I got my pc in late December of 2012 so having issues is really frustrating lol. I can't recall any large changes because generally I try to avoid it, I'm clearly not the most computer savvy lol but ill try reinstalling the drivers

That is strange indeed. Are you absolutely positive that no software updates took place? At this point if I were you, I would try a system restore to a previous time when you remember everything functioned properly. And if that fixes it, that tells you it's a software update that caused the issue.

Well no. You mentioned that you've never had this problem until a week ago so im guessing its something software related. have you tried a clean install of windows yet?

No i haven't but I figured I wouldn't have to do that. Is there a way I can reinstall it without losing my files from steam?

The CPU is not the problem. Its not even close to being bottle necked. You said the only thing youve changed is switching to your tv . Did you switch from a lower resolution to 1080p or higher? If so unless that 7700 series card you have is a 7790, you should not expect to be playing these games at medium or high settings at 1080p with +60 fps.

Its a AMD 7770 HD Radeon 1ghz edition . I had them on medium and high settings and got consistent 60fps now i cant even get it on low settings. Even on my tv settings all I did was change it so it could fill the whole tv and not have black boarders and that was when I got it. Thats what I don't understand. It was working fine before and now I can't even play it. All my games have framerate issues and even have stuttering here and there in some games. My specs should be more than enough to run them because they did before and now after 6 months they stopped. I don't get it

What resolutions were you gaming at before, and what resolution are you gaming at now.
