From what I have read on PCI-Express 2.0 vs 3.0 together with SLI across 8 lanes (x8/x8)... it doesn't appear to be the performance bottleneck you might have thought it could be. Obviously there is some variation depending on your setup, but for most situations the performance loss is relatively low. Could be as little as 5%, potentially as much as 15%. Unless you are looking at 3 way SLI Titans playing at a large resolution, at this stage it doesn't appear to be much of a factor. I haven't seen anything specifically on the gtx 7xx series, but given that there is basically no new tech involved with this gen of cards I would imagine the information is still relevant.
