Looking for a low budget CPU/Motherboard

Hi There.
I'm looking to upgrade my motherboard and CPU since it's been ages since i've done that.
I currently have a Q6600 CPU

My problem: I'd like to reuse my Nvidia GTS 450 and my DDR3 RAM Sticks if possible, I'm not very tech savvy so i need help with picking things and making sure it all fits together.

I'd love to keep this under 400 if possible. The lower the better obviously.

What I'd like my computer to do
Currently my computer can stream at a low resolution, i'd like to stream at a better quality. If I can't do it for under 400, then my next priority would be to be able to play the next gen games with little problems. Currently my CPU is barely sliding by the minimum requirements to pass playing the new games and I want to be able to pass the recommended requirements for a while.

If you need more information, feel free to ask. If there is new stuff coming out for cheaper I can wait too. No rush in finding the upgrades to be honest.
 
Solution
If you do not overclock then you really do not need a Z87 mobo.
And with asrock B and H mobo you can overclock the 4670K and 4770K cpu
So no real need for Z87 mobo anymore.

If you do not overclock and need HT and more treads then you can buy a intel xeon 1230V3
That is same same CPU that 4770 without IGPU. But I do not know how much that price is over there.
Here xeons was really cheap in 1155 builds with B75 and H77 mobo.

With 400 and there is new memory too and cooler.
Get 4770k and a good mobo.

You need CPU cooler. This do not have any stock cooler when you buy this.

To that X-79 mobo you can now buy a 3930k and that is intel the fastest 6 core CPU. (for a price that makes any sense)
Sure there is more expensive CPU but they so much expensive and not so much faster that no reason to buy anything else than 3930k and overclock that.

In couple of months there is coming out new 4960? So if like to wait maybe you wait that then.

Cheaper yeah. Good NO. I have had AMD when there was single core CPU XP sommething. Since that I have used intel.
I did have same issue that you have now. Did upgrade my 9300 LGA 775 and that is about the same as the 6600
That is really good CPU so do not get AMD because it sure going to be a big letdown.

Intel is bit more expensive but it is good. If you want to save then take 4670k for 1150 build.
Btw are you sure you have DDR 3 memory? My Q9300 did use DDR2
