Guild wars 2 running at low fps on 7870

Hi, I recently bought Gw 2, but my fps in game is extremely low. Ranging from 30 to 20. The fps goes up to 50~70 if I turn the camera to look at the ground etc. I tried turning the settings down and the same thing happens.

Is this normal?

My spec:
I5 3570
7870 2gb
8gb Ram

Sounds like your CPU is bottlenecking your GPU. [strike]Try overclocking (assuming you have a aftermarket cooler) to 4.2 see if it improves. [/strike] Sorry, your CPU has a locked multiplier, meaning overclocking is not possible. Try playing in a lower resolution or overclock your 7870.

Thanks for the fast reply,
I'm not sure if my cpu is bottle necking, but I have tried turning the setting and resolution down to the 1280x800. While there is improvement but it's only about 10 fps at the most and The fps still drops to 20 depending on where I look.
