Can I recover my win7 from crashed hard drive

Can i really cover my win7 from crashed hard drive. I have a dell inspiron 1545 (maybe irrelevant), a year ago in the summer my HD crashed. Before that, I was installing an emulator for a game and in the process of doing so, my computer started to shut down own its own. At first i though yes, its installed but when it tried to restart it would only load the computers logo (dell). then it would stop at a black screen with blanking _ and then restart into what the people on the internet are saying is a "infinite loop." So I took my laptop to my high school's computer science teacher and we ran some test on it. And concluded the HD was indeed crashed but i couldn't fully explain to him that i could still access my data ( files) through Linux mint 10 and 14. I kept saying Linksys for some reason. As i looked and looked at the school library i came across this site http://www.whatsabyte.com/P1/HDD_Crash.html. And so I now I think I was right about it not being a physical problem but a software problem. Now I have another HD but I need the windows 7 from the old HD the but dont if im right and i really don't have the to money to be wrong, because im helping my mom out right now. My question is will it work if i use one of those pc tools or do i need to talk to dell again. They want me to send in the laptop and the new HD so they can "fix it for 200 something dollars." oh and I don't have the recovery cd nor the receipt. So i talking to them (dell) and they tell me I can talk to best buy and ask them if they can print one out so they can get me a receipt to get a copy of the win7 cd but no luck. Best buy don't have it. So I'm at a standstill. What should i do? I know i added a lot of info, but because I wanted to be easier on you. Thanks in advance.

Not sure quite what you're asking here. Your CD-Key for Windows will be on the underside of the laptop, at which point, any OEM installation disk for Windows 7 should do the trick.
