AMD FX4100 Throttling Problem

I currently have an AMD FX4100 processor with an MSI 990FX-GD65 motherboard and my processor will not throttle its speed unless I boot to the BIOS when I am starting my computer. If I don't boot to the BIOS then my processor will be stuck at 1400 MHz. Could someone please help?

I was using CPU-Z and MSI Control Center as monitors. The problem is that it would be locked at 1400 MHz even under load, such as gaming. But if I boot to the BIOS first, then it will go up to 3700 MHz under load.

Look, I've tried everything in this throttle Issue and none of them works. Cool'n'Quiet, C1E, etc. The only thing that works is razer game booster power plan. Just download it. Go to power settings. Set your processor's minimum usage to 50% and maximum to 80%. If this doesn't works then open catalyst center and limit your CPU power to a lower frequency like 2500 MHz. Hope this helps.
