OK I had this problem once on my i5 3570K Asus Z77 Sabertooth setup once. I had tried everything I could think of including re-installing Windows 8 and nothing worked. Finally I boot into the UEFI and loaded optimized settings and for what ever reason that worked.
I do not really know what the real cause was but it has worked for me in the past. I have had both of my AMD rigs change to 8x instead of 16x and have done the same thing to get it back. It seems at least on my rigs the only thing that does work to get it back to 16x is setting bios back to optimized defaults and it has not happened very often.
