Recently, my CPU started showing strange temperatures that were 10*C higher at idle than the day before. I tried folding at home for about half an hour, and it maxed out at 56*C, while using 100% of my CPU, so I decided not to worry.

But now, my CPU at idle is showing fluctuating temperatures: between 17*C and 31*C at idle. My ambient room temp is 24*C. I normally wouldn't worry since it's just idle, but I tried folding at home again, and the cpu hits 100% usage, but the temperature maxes out at 44*C, and that has me worried that due to non-sufficient heat reports, my CPU may be going higher than what is actually being said and my heatsink cannot do its job properly.

I've used the touchbios software, which shows the bios and I can access the temp, I've tried HWMonitor, speedfan, gamebooster, and coretemp. Coretemp is apparently not as reliable on AMD-based systems, and all the other programs report the same temps.

I guess your cpu reading is wrong. Might be due to a problem with sensor or BIOS. You may try to reset BIOS. You may try using separate temperatures for each core an an idea where you are at. If they are consistent across different programs and within a few degrees between cores, they should be more accurate than the whole package temperature.
