framerate issues in all games

I have been having lots of frame rate problems lately with my computer. I have the following setup:

Gtx 560 ti vidcard
Intel i7quadcore (2.93 GHz, believe it's a 940)
6 GB RAM
850w PSU

As far as tell, the games I'm playing (league of legends, diablo 3) should have no problem playing on a rig like this. League of Legends in particular should be playable on very high graphics settings, but even at medium settings I can only manage 30-40 fps with nothing happening, down to the low teens or worse with any sort of fight going on.

It has been hot here (I live in AZ) so I thought heat might be the problem. The case had a lot of dust in it, so I cleaned it thoroughly. No change. I then grabbed some in-OS temp monitors for my vidcard and CPU. The vidcard seems to hang out in the 45-50c range - that doesn't seem to be the issue. The CPU though, that idles at about 80-90 c. It hasn't shut down but I have had issues with it before - the heatsink has push pin connectors and two of them are broken.

I thought I might take a look at that, and once I got it off it took me an hour to get it securely back on. Even then I had to lay it on its side and get gravity's help to keep it from shutting down, as once I had removed it the prior issues I'd had with shutdowns (which I had not had recently) resurfaced in subsequent startups with the heat sink reattached.

I feel like this heat sink is the problem and needs to be replaced. My friend, who is more tech-savvy than I to the tune of 4 associate's degrees in computer science fields, says that the CPU temp is normal as it is and so long as I am not having shutdown problems it's not an overheat issue, at least not one that a new heat sink would fix.

I don't want to spend the money on a new heat sink if it won't fix the problem, but I don't know what else it could be if it's not that. My computer room is relatively cool, I can manage to keep it in the 70s though it's 100 or more outside. Are the stated temperature values for my vidcard and CPU reasonable or are they too hot? replace heatsink. it has to come in contact firmly with cpu to work properly. shut off machine until you do or you'll be buying a new cpu also.

by the way, through life I have learned that "smart" people are sometimes the stupidest.
