HD 7970 OC (sapphire) Red lines

So I just did my first build and I have two issues. My first issue is that the screen resolution is set to 1920x1080 however all the screen space is not being taken up and i have a small Black border all round my screen. My second issue is that when I try to scale it using CCC to fit the screen it starts to flicker and red lines pop out when it starts to fill out the border. The red lines go away whenever I open up A game or play a movie when it is set up at its max resolution and the whole screen is taken up. I already tried reinstalling the drivers and no luck. Any help would be greatly appreciated =)
My build:
i5 3570k
Sapphire 7970 OC
Samsung 840 SSD
ASUS vx238h-w (monitor)
ASUS P8Z77-I Deluxe LGA 1155 motherboard
corsair 600w psu
bitfenix prodigy case

Yes I am. Another few details are that i have it set to a lower resolution and it works fine and i play my games at the highest resolution and no problems. I do however get flickers on the loading screen. I think this only happens when there is just a static image that i get the flicker problem. hope that helps

Yea thats the thing though. When i overscan to fit the screen the flicker problem starts.
