vsftpd working in ubuntu desktop but not in ubuntu server?

I wanted to set up a ftp server for home use on my laptop, but when i try to connect to the server I get "no route to host" error. I have ubuntu server and ubuntu desktop on the same computer and vsftpd seems to only work on the desktop version. I also have the same settings in the vsftpd.conf files on the server and desktop. I'm a newbe with networking. Thanks.

Well It turns out I have to ping to the IP of the computer that I want to connect to the server with, so is it possible to set up a .sh file that will ping to the router at boot or can I fix it a different way?
