what could be the problem?

I bought an EVGA ACX GTX 780 and now whenever i try to run something really intensive like a 3D Mark 11 test or the test from EVGA OC Scanner X, it restarts my whole computer after like 5 seconds of running it. i ran crysis 3, on max settings, smoothly for around 40 mins and then it shut off and restarted.

idk if this is my PSU's fault or i recieved a bad video card. I will link my PSU and card below.

edit: cooling is also not a problem. it idles at 28C after being on awhile and then when i play games, depending on the game, it ranges between 38C-58C

and sometimes i will hear a small coil whine randomly, just when im on the internet or whenever

i have an i7 3930k 3.2GHz, i have an ASRock x79 champion mobo and i have a corsair 16gb 2133 ram CMT16GX3M4X2133C9. its not that, i had a 660 ti previously with this same setup and now that i replaced it witha GTX 780 its getting like this. i wanna know if its the vid card (so i can ship it back right away) or the PSU.
