IE tools Menu on Win 8

Can anyone explain to me how to get to the tools menu on Win 8?
I need top allow a trusted site in the pop up blocker area.

Rt click on the Ie Tile on the Start Screen and choose 'Pin to Taskbar'
Go to your Desktop and open Ie from the Taskbar
Rt click on the Bar at the top and choose 'Menu Bar' from the drop-down list.
Tools will now be available.
