Having FPS Lag on ALL games.

Currently running a Nvidia 560GTX, Windows 7, 8gb ram, 3.40 ghz quad core processor. Ran ALL stress tests for CPU, GPU, Harddrives, and memory. Everything is working fine. Recently, re-installed windows 7. Deactivated on board video card, because well it's stupid to have it on, right? Anyways... I am having FPS lag in EVERY single video game I play (Skyrim, League of Legends, Warframe for example) I need anyone someone on here to give me some advice! I don't want to have to go and build a whole new computer because of a stupid problem with my current rig. I just do not understand how reinstalling windows 7 can make EVERYTHING broken with my gaming. I really don't understand. Anyone, please help! >.>

Okay so is this when playing the 'Games' Offline (no internet connection) or when your 'online' ? Second would be to make sure you have Windows 7 SP1 installed, all patches, then the latest NVdia drivers. As you said you 'rebuilt 7' (dont' see why you did, and you don't 'normally' need to refesh it like XP) you may have alot of things running in the background or during boot. Have you tried AutoRuns, and turn off everything not ABSOLUTELY needed to run (Antivirus is needed BTW also).
