here is my entire build
Intel i5 3570k
asrock z77 extreme 4
corsair vengeance 8gb 2x4gb
samsung 840 128gb
wd blue 1tb
fractal design define r4
zalman cnps 9900max cpu cooler
I do plan on overclocking to 4.5 mhz
my psu is a seasonic x650 gold

Solution
Probably, but the GPU's and CPU will be using ~500w(on the 12v rail) possible more under load. If it was any lesser of a power supply I would suggest against it but the X650 is a well built unit.

Graphics Card Power = 170 (W)
Minimum Recommended System Power = 500 (W)

So 670 total

Here is Guru3Ds power supply recommendation:

GeForce GTX 760 - On your average system the card requires you to have a 550 Watt power supply unit.
GeForce GTX 760 SLI - On your average system the card requires you to have a 700 Watt power supply unit.

If you are going to overclock GPU or processor, then we do recommend you purchase something with a bit more stamina.

For a system using two GeForce GTX 760 graphics cards in 2-way SLI mode NVIDIA specifies a minimum of a 700 Watt or greater system power supply that has a maximum combined +12 Volt continuous current rating of 50 Amps or greater and that has at least four 6-pin PCI Express supplementary power connectors.

Total Power Supply Wattage is NOT the crucial factor in power supply selection!!! Total Combined Continuous Power/Current Available on the +12V Rail(s) rated at 45°C - 50°C ambient temperature, is the most important factor.

Overclocking of the CPU and/or GPU(s) may require an additional increase to the maximum combined +12 Volt continuous current ratings, recommended above, to meet the increase in power required for the overclock. The additional amount required will depend on the magnitude of the overclock being attempted. An overclock of the Intel Core i5-3570K to 4.5 GHz shouldn't require an increase to NVIDIA's +12V continuous current requirement.

The Seasonic X-Series 650W (X-650), with its maximum combined +12 Volt continuous current rating of 54 Amps and with four (6+2)-pin PCI Express supplementary power connectors, is sufficient to power your system configuration with two GeForce GTX 760 graphics cards in 2-way SLI mode.
