Probably not without APM, but Cool'n'Quiet just takes power saving a step further.
Some data centres don't like using CnQ for example, but use the standard stuff that has been around for ages.
There may actually be some dated articles here on TomsHardware that cover this question in far more depth, with power readings to boot.
