CPU Fan constantly maxing out

Built my first a system yesterday, plugging a thermaltake NiC C5 into a MSI Z87 G45 Gaming motherboard holding a 4670K.

Went to start it up - starts maxing out from begining - plugged the fan into the cases fan controller (Fractal Design R4) the thing runs wisper quiet.

Cant figure out why it feels the need for such a high RPM.(?)

Checked CPU temp using MSI Comand Centre and it displays a temp fluctuating between 27-30degreesC.

To anyone who has experience with this board is there anyway make the RPM more variable with CPU load - I'm a complete novice at this.

Thanks in advance for the help

Solution
go through bios/uefi for cpu fan speed control. if disabled the cpu fan will run at it's maximum speed at all times. if you enable it the fan should adjust it's speed in accordance to cpu temperature detected by the mobo

I disconnected that little fan controller because I wanted to the motherboard to do all the work regarding varying fan speed - is it possible to control the fan without it? - just don't feel like taking off the case door every time I want to adjust fan speed

That sounds like a solution - only thing is I can't find wether or not its enabled or disabled - makes sense though as in the "Hardware section" of the bios it allows me to fiddle with the fan speed vs cpu temp graphs - but it doesn't seem to be doing anything.

If you have any idea where this on/off switch for the fan speed control in the bios is - that would be awesome
