My Intel core i5 2500 is getting high temperatures

Ive got a 2500 core in a gigabyte Z77 motherboard. When im playing for example dota 2, im getting temps up to 85 or 90 c° at some moments. Yesterday i removed the fan of the CPU, cleaned the dust in the fan and the copper like thing below as well as the core itself(there was like a thick dust layer sticked to both the cpu and the fan bottom part. Not sure whats happening. Should i set the fans to a higher PWM (currently at max 2.50 PWM/C°) ? Was this layer of "dust" something important that i removed? What could i do to lower these high temps?

I'm afraid the "dust" you removed may have been the thermal paste between the CPU and its cooler. If so, please do not run your computer until you follow the following steps:

Option 1:
1. Buy a new tube of your favorite thermal paste (Arctic Silver 5, ShinEtsu, Arctic MX-4, Noctua, etc.; do some research)
2. Clean your processor with some rubbing alcohol and a cotton swab.
3. Apply the thermal paste following these steps

Option 2 RECOMMENDED:
1. Buy a new CPU cooler
I would suggest the Hyper 212 (Plus, EVO or X, whichever you can find). Great value.

Ideally, even if you follow option 2, you should buy some better thermal paste and apply it.
I would suggest option two.
Your temps will drop even more if you get a new CPU cooler, but new thermal paste may be enough.

its weird though, i only get those high temps when im playing a game or something, when im browsing etc, im getting 42 c°
I have 4 case fans btw. 1 intake in the front, 2 outlets at the side and 1 outlet at the back
