Computer can't start with the GPU plugged into Motherboard

Hi, so I recently built a new computer and it was working fine up until today.
I was browsing the internet when suddenly the monitor turned black and wouldn't show anything again.

I tried rebooting the computer, upon which nothing would happen. After many different attempts at fixes, I've figured out that while the GPU is plugged into the PCI-E slot on the motherboard, none of my other external hardware (keyboard, mouse, etc.) will work. In both cases (GPU in/out) all fans will work, and I can keep the GPU plugged into my PSU and have my hardware continue as normal.
Any ideas?

Specs:

GPU: Sapphire Radeon HD7790

Mobo: Gigabyte GA-990FXA-UD3

PSU: Corsair TX650

CPU: AMD FX-6300
 
Solution
The best thing to do is test before replacement. The reason I say this is because there is no guarantee that the one you try to replace is the bad component. Once you find the bad piece, your only option is replacement. If you do manage to get a bad piece working again you will never know when it will fail again.
have you tried putting it in a different PCI-e slot? If not give it a try. this will test to see it the slot is bad.
If the card still does not work then try the card in a different PC to test the card. If the card works then it would be motherboard. If it does not work then it will be the card is bad.

OK, assuming it's either the card or the motherboard, would the best thing to do just be to replace said unit?
