My case (NZXT Source 210 White) Doesn't have an unpainted metal surface for my static strap does it matter if it is painted or not for a static strap?

I don't believe you are actually grounded through the paint, unless it's special conductive paint.

I even have instructions here that tell you to connect the wrist strap to "any unpainted surface of the case".

I don't even use a wrist strip. It's not really needed unless you have a rug or it's a cool area with lots of static potential.

What I do:

1) Leave PC plugged in (grounded through power cable)

2) Turn PC power off via the PSU SWITCH (not front power switch) if a power switch exists (still grounded)

3) Grab any unpainted surface of the PC. (will discharge any potential difference you carry and ground you to the PC, which is grounded out the power cord).

*So if you follow the above steps, the ONLY possible way to create a static issue is to generate more potential difference. Unless you run your feet over a rug that's unlikely to happen.
