Higher cpu than gpu percentage. Is it a bottleneck?

I was running some benchmarks in gta 4 and notice that my phenom 965 @ 4 ghz was running at around 75% during the benchmark but my graphics card was only at around 45-50 % does this mean the processor is bottlenecking my 7850 oc'd at 1150 or is it just the shitty port that it is?

The 7850 is just about as high as you can get without a bottleneck even with the OC. What were your setting at and your fps? If you werent on max try to do it on max setting then check the ussage.

I maxed it out without AA @ 1600x900 resolution and got about 44 fps and when I was looking at 3570k's benchmarks (which were 1080p by the way) I was seeing them get 60 some FPS.

Yeah there is a bottleneck on that, but some of that is because the game takes up some cpu usage too so a faster cpu would offer more performance. If you can a higher OC will help that out, but if not a different gpu would help. I prefer amd, but Nvidia has some cards that are less cpu reliant.

Ya I think I might just buy a 8350 because i'm also seeing some bottlenecking in arma 2 & 3 and the arma series is my most played series so far and right now arma 3 is giving me some shit performance with the processor I have right now so i'm hoping I can really get some improvement in those games with that upgrade.

Yeah that will get you alot better off, as well as running gpus up to the 7970 range.
