Getting weird green pixel flashing with new GPU. How do I fix it?

I recently had to RMA a GPU that I bought on Newegg (http://www.newegg.com/Product/Product.aspx?Item=N82E168...) and when I got the new one today I got the new one and Now my screen is getting these weird pixel flashes overtop of mostly dark things on the screen.

I'm using an HDMI cable. When I use a VGA cable it doesn't do it but doesn't look as crisp either.
What could be causing these pixels to do this? Am I going to have to RMA yet ANOTHER GPU?

go to the control panel of your GPU and find the power section then select "prefer maximum performance".. the problem might be the lack of power, i have that problem before. but if it doesn't fix the problem, sadly, you should RMA the card. by the way, what's your PSU?

Try a different cable and monitor if possible.

go to the control panel of your GPU and find the power section then select "prefer maximum performance".. the problem might be the lack of power, i have that problem before. but if it doesn't fix the problem, sadly, you should RMA the card. by the way, what's your PSU?


Upping all the performance settings on my GPU doesn't change it... My psu is a Corsair HX750 (http://www.newegg.com/Product/Product.aspx?Item=N82E168...)

return the GPU, tell them your problem. your PSU wasnt a problem because its a reputable brand and has high wattage. by the way, if you see my answer as a solution, please pick it as a solution. that would be greatly appreciated

I just want to be absolutely sure that It's the GPU... I JUST got it back from returning it for a different problem.. This whole thing is making me hate PCs.

The fact that it works with VGA makes me suspect the monitor input or cable.

of course its the GPU, the cpu has nothing to do with display so as the RAM and motherboard is. its not the PSU also as it is a very very good brand and has good wattage. its not the monitor also because if it is, it should be permanently pixelated. its is not also the HDMI cable because loose connections will only give you different color, not pixelation. that leaves you the GPU as a suspect

Unfortunately it didn't work with a different HDMI either. What do you mean by monitor input? What could that problem be and how could I fix it?
