I just got a new 24in ips monitor, it has HDMI, VGA, and DVI port. I currently have an HDMI to DVI cable that I use on my old one, now if I use this on my new monitor, would there be any disadvantages instead of using HDMI to HDMI cable in terms of overall picture quality?

Solution
There are advantages with DVI and HDMI.

HDMI advantage:
Sound

DVI advantage:
Dual Link - allows for higher refresh rates, such as 120hz and 144hz.
DVI-I supports analog signals
Doesn't scale by default.
Nope, HDMI and DVI use the same digital signal, thats why they are so easy to adapt between.
An advantage of digital signals is that it works 100% or it doesn't at all, no matter how fuzzy a 1 or a 0 is, its still a 1 or a 0. Unless your running over a very long distance (say more than 3-4m) theirs no need to buy a quality cable.
