Is my motherboard shot?

My emachines ET1161. When I plug it in it will make a static sould from the mother board speaker. The CPU fan runs fast. I cannot get the computer to shut off by the front butten. I have no video signal at all. Is my mother board shot? My email is generoberts7@wmconnect.com. Thank you.
 
If your motherboard has been shot there should be some clearly visible bullet holes on it somewhere.

In your case, I would suspect that there is an electrical problem instead. The most likely culprit is the power supply, they're often neglected and tend to go first. Next up would be the voltage regulators on the motherboard, they're not quite as stressed and often go second.

That's probably a good idea. Shop around for a nice Dell or Lenovo
