File recovery software, try Recuva. Although depending on how you formatted, there may be a very small chance of getting anything usable back. For example if you did a format and then re-installed Windows on the same hard drive, chances of recovering anything is very very small. If you just formatted something by accident and did not touch the drive again, you have a pretty good chance.

The best chance is to install the software on a second computer, plug in the formatted drive into it as a secondary drive and run the scan then. The more you use the formatted drive, the less chance you have of getting anything back.
