Brand new DVD drive

Hi all I just bought a new DVD drive for $20 (Pioneer) and it only came in a LDPE Low-density polyethylene bag. Is this weird? I bought it from MSY in Auburn Australia. I was expecting it to be in a box. Could I have gotten a RMA'd unit? Or would they keep it stored like this to save space?

It's an OEM drive likely. That's why it was so cheap. I'm in the US but every CD/DVD drive I have bought for the last 10 years at least has been OEM and they have all come just like that. The only difference is you don't get a box or any cables and I'm a big fan of $20 drives :) . Sometimes OEM drives do include software though.
