Dropouts and other issues.

Hi there, I hope you guys can be helpful.

Recently I started to experience dropouts (everything freezes for 4-5 seconds, and then returns to normal). Also my peripheral signals (mouse, keyboard) are unresponsive, and sometimes I can't write or move the cursor. My friend has the exact same mouse, and he has no problems.
My temperatures are pretty normal, so it's not overheating.
My CPU reaches max 50 degrees celsius (122 f)
However my CPUID Hardware Monitor reports low voltage on all my components.

Mainboard: ASUS Sabertooth 990FX
CPU: AMD Phenom X6 3.6 gHz OC'ed
Power Supply: Corsair TX750W
Graphics: AMD Radeon 7870

Voltages:
12V: 11.781V
5V: 4.914V
CPU: Dynamic, 1.3 to 1.5 v
3.3V: 3.147
VIN3: 1.656
VIN6: 0.840
VIN7: 0.576
VIN8: 1.704

I already did a hard drive scan, it passed all tests.. i'm thinking it's a power problem +bad cooling on my cpu. How can I know what values to set the voltage to?
