What's the cheapest CPU that I can get that won't bottleneck the GTX 760? I was looking at the Intel i3-3220 but I was told it would bottleneck.

If possible, please give one Intel CPU and one AMD CPU, that's the cheapest, that won't bottleneck the GTX 760.

I don't believe an i3-3220 will bottleneck a GTX760. In any system, there will always be a "bottleneck;" that component which, if upgraded, would make the biggest difference in performance. In this case, it will depend on the game. There are some new, well-threaded titles in which the i3-3220 would likely be the bottleneck, but there will be others in which it will be something else, like the graphics card, or amount of RAM.

Yeah, I find it difficult as casual PC builder to figure out what bottlenecks what. Ideally, I'd rather skimp on the CPU and put more money in the GPU because I'm building my PC to only play games. But I don't know how much to skimp on the CPU by!

Well, I would not back it all the way down to a Pentium, and Athlon X4, or an APU. Although an i5 will offer better performance in some titles, on a budget the i3-3220 will do pretty well. It would beat my Phenom II X4 970 in most (if not all) titles, but the Phenom II X4 is another viable choice. Remember that most [modern] games do not need to be run on UltraMaxOhWOW! settings to be enjoyable.
A lot of people post YouTube vids of gameplay; you might check some of them out to get some ideas of scaling. Keep in mind that recording while playing puts a significant additional load on a CPU, and actual game performance will be better than what they show (unless you also plan to record).
