With the motherboard in thatpc yes you could, but that gpu requires 400watt or more, and the power supply in that pc is only 300 watt.( you might get away with 300 watt.)

Yes, they are compatible, but if you intend to play games, the HD4670 will likely come up very weak. The stock Dell 300W PSU is small, but not junk, so it should handle a HD7750. That card would offer much better performance.

Short answers, in terms of size, most likely yes, but power supply need to be upgraded, if you upgrade power supply, you can place much better video card, I use MSI GTX660 in mine Inspiron 570.

Please note that video card upgrade alone would not make your PC excellent, it will improve, if you upgrade your processor, overall your performance will jump to the level of today low end i3 processors.
