No Visual, No Turn On - Hardware Problem - Need help Diagnosing

Dear community, I have a problem that I hope you can help me with.

I have an ASUS p5b motherboard, with an Intal Dual Core CPU and OCZ ram, a 750 w psw, and a new GeForce GT 610 video card.

I had this problem start approximately 4 months ago but at the time I could not spend time to fix it.
One day(4 months ago), my OLD video card (Evga GeForce 240) would not turn on. Basically, the card's fan would not turn on.

This led me to suspect my video card might be broken as I switched it to another comp and it still did not turn on so I got a new video card, the GeForce GT 610. However, upon replacing with the new video card, I still was not able to see anything on my monitor.

further investigation found that there is power to all the fans, but no beeping, no power to the keyboard.
pressing the power button once turns the power to mobo on BUT holding the power button does not turn the mobo off.

one thing to be noted, the speaker on my motherboard was not there before. I had to add it, so I am not sure if the mobo speaker works at all so I don't want to rely on the beep/no beep.

that is it, all the symptoms are described here.

Here is what I have tried.
tried all my parts (gpu, cpu, ram, mobo) in various combination but it doesn't show anything on the monitor.

I realize my system is old but I don't have the money to buy and test with extra parts.
What can I do now?

Check your PSU fan is spinning or not. Do you have an onboard video try it. Did you attached the components properly ? You can try with 1 stick of RAM. BTW what is the brand of PSU ?

Sorry about late reply, I placed my computer away. I couldn't solve the problem. I dont have spare paarts to replace old parts to isolate which part is broken so i just gave up.
my psw is a coolmax and it is spinning.

I don't have an on board card. I actually got a new videocard becuase at first i though the problem was the video card but it was not as the new one doesnt work either.
