Memory not "stable" at 2133mhz

I have a brand new A10-6800k, an msi A75IA-e53 itx motherboard, 2133mhz Geil Leggara series RAM, and an Athena 300W itx power supply.

The 6800k supports 2133mhz RAM but the motherboard only officially supports 1866mhz and you can overclock to 2133mhz. I don't think its the motherboard because the memory controller is integrated onto the chip and the motherboard only hosts wiring.

So, the problem is that when the RAM speed is set at either 1866 or 2133 the screen gets this flickering that comes and goes. It seems like the computer can not deliver frames at that point in time so everything locks up until it gets there. The computer is freezing when it flickers. Its very momentary (1/4 to 1/2 sec at a time). It doesn't seem to be affected by how intensive the activity is that is being processed.

The issue only seems to be present in Windows. The bios doesnt flicker. Neither did memtest, which passed with no errors.

It exhibited similar behavior in both win7 and win8.1. Windows 8.1 would not work properly with the Amd drivers specifically for windows 8.1, the screen would go black upon installation.

Without the amd driver the OS's seemed stable, but I didn't get enough time without them installed to really tell.

Having the RAM at 2133mhz caused memory related BSOD's in win 7 and just screen issues in win8.1.

The RAM at 1866 in win7 is stable but still has minor flickering.

Any Suggestions? Thanks in advance.

Might want to raise your MC (memory controller voltage) a tad, not positive on your mobo, but often called CPU/NB, RAMVTT, CPUVTT or something to that effect), kick it up about +0.04

Doesn't appear to be available in this motherboard. I know MSI has a policy for their non-oc focused boards to lock down the cpu voltage.
My actual voltages seem to be hovering a bit low atm.
VID: 1.298
5v: 4.97
12v: 11.98
Seems a bit strange that they're all below what they're supposed to be. Nothing i can do except swap the psu or mobo in this case though
