New build only starts up for 15 seconds, then resets

Hi guys. I've been putting together my new build for quite some time (it's taken me a while as I have a severe back injury that impedes my movement and is making it difficult to work on my desktop). I finally finished it today, connected it to my monitor, turned it on, and the blue motherboard light came on, the case fans spun, and the CPU cooler began to spin, but yet it would not turn on for more than a couple of seconds. After reading the FAQ here, I saw that people commonly forget to connect the 8-pin adaptor. I had forgotten this, attempted to turn my computer on after inserting it, and saw that it began to turn on, and stayed on even longer this time (up to fifteen seconds; the graphics card also came on, I should point out, as the built in fan was rotating). It restarted after fifteen seconds, then repeated itself, and unless I turned it off, it would continue to stay on for a few seconds, then restart itself, then do the same thing, over and over. Just starting and re-starting itself.

Can anyone offer me any assistance here? Thanks in advance, and thank you for reading.

EDIT: Oops, sorry, forgot to point out I have a Corsair 500R case, and an MSI ZPower motherboard. Graphics card is an EVGA 670 FTW edition.

I'm not sure what the debug LED is, to be honest with you. There were two lights that I noticed, one marked "BIOS 1" and the other marked "BIOS 2". Only BIOS 1 was lit up.
