FSP is a very good manufacturer, at least when they want to be. The FSP RAIDER series is a budget series, but should be pretty decent quality. Hardwaresecrets.com praised the 650W model in their review.

That would be the Seasonic in terms of quality. It's an older design, but it's not a budget one like the Raider. The Raider might actually have slightly higher efficiency though.
