Depends. No storage drive is automatically bootable. You make it so. Like an empty HDD. Is it bootable? No. But when you install an OS in it, you add a bootable flag to certain partitions, or rather the installation did it for you. 
So it depends on how you set it up.

Is Transcend StoreJet 25M3 2.5 inch 500 GB External Hard Disk bootable???
If not, name some external bootable hdd (0.5& 1 tb)

you mean to say that we can instal an os and make partitions in them???

Yes you can boot from a external HDD or a USB. You can also boot from a DVD or CD.
Just keep in mind it will be slower than if you have it plugged in inside your computer.
So yes you can install a OS on an external drive and yes you can partition an external drive. You just have to set your MOBO to boot from USB, or select it from the BIOS boot option list.
As a note, some old MOBOs dont boot from USB
