Question about gpu fan.

Hey guys, should a gpu fan be able to move up and down? It's been rattling for quite some time now, I rma'd it got a new card, both rattle, I just had a look in the case and could press the fan upward and it'd slide up slightly, the card sits upside down, so it may have slide down but not sure, any ideas?

Oh sorry I should have out that, it's a msi gtx 550 ti cyclone ii factory oc'ed

Also just ran my cards fan at 80% whilst on desktop, as this is about the speed it runs n games, the sound doesn't reproduce, it's only when my card it running and is getting up to 60 ish deg, though it seems to be starting at 55 deg in the current heat, to which I find fairly odd.
