The Core 2 Quad will be an improvement as would the GPU, however both are marginal updates and are dated ... If you can pull that for $75 then go for it. Otherwise save up and look toward some newer technology. Used Sandy Bridge computers pop up all the time...

Your probably not going to notice any difference at all really. Yes it's faster than yours, but it's still years behind whats out there now. It will not play BF3, GTA4, or anything new.

To be, it would be a waste of $75 plus whatever shipping is going to cost. I would put that money away and start saving to build yourself a new PC. Even $400-500 you could blow that PC away 10x over.

"Rock those games" ? Lol, ok. Go look at threads on here with people with a $1000 rig's that can't max out the graphics on those games. New games requires computers that aren't 6 years old already, but whatever, waste your money. I wouldn't bother. It's like ditching your car that can go 80mph for one that can go 90mph. Doesn't matter that it's 10mph faster, you still can't race in the indy 500 with cars going 200mph and never will.

the computer im looking at vs my pentium 4

Great! No one will debate that the quad is faster than the single core. The main thing to take away here is that BOTH those platforms are "dead" and offer no upgrade paths that are worth the cost. Will your game run? Sure. Will you be happy? ...temper your expectations.

Save your money and build / buy new. Or look toward a used Sandy Bridge setup.

If you're not going to listen to us and listen to people on other forums, then buy it. I don't think it's worth it, it's not going to be a huge upgrade, it's barely going to be able to play any current games and certainly won't be able to handle any future games.
