I'm trying to stream my games and need some help

So I'm trying to livestream my League of Legends gameplay, but I'm not too sure how to do it properly, or if I even CAN do it with my current resources. I have Open Broadcaster Software linked to my Twitch account. My upload speed on my ISP is about .64Mbps which I'm assuming is rather terrible? I dunno, this is my first time wanting to do something like this so I'm really in the dark here. I've played around with the bitrate and buffering settings a bit, but to no avail. First, I can stream just fine, but trying to watch the playback doesn't work. The video will skip around or freeze entirely, while the audio will continue to play correctly. Also, the video player timer still moves properly so it's a video issue. I've had various results while tweaking them. I went way down into the hundreds and had a more stable stream, but the image quality was awful. I've gone higher into the 1500 range and up, but that seems to cause my video to be completely black, but still with audio.
Not too sure where to go from here so if anybody can help, that would be great!
